I read about people saying they are cutters and self mutilaters. Is this true?

it's just another label for rock. much like "punk kid' or "metal kid" or "greaser kid"
it's just a kid that listens to emo. usually wears tight clothes, studded belt, converse shoes, and a key clip. usually has dark straight hair that's covering his face in some fashion. or they might have spikey hair or something like that.
oh yeah, and they're very fragile and emotional.

Well there are several meanings. Personally I think that it is someone dresses or acts differently because they are sensitive and are unhappy with themselves.
