So its recommended for me to put on sunscreen 30 min. before going out into the sun. My question is this, sunscreen and then makeup? Or make up and then sunscreen?

Sunscreen first. The reason you have to put the sunscreen on 30 minutes prior to sun exposure is so it can interact chemically with your skin to create the barrier against sun damage. So how will it interact with your skin if you've got makeup coming between your skin and the sunscreen?

Definately sunscreen and then makeup. I would recommend looking for a moisturizer to apply after washing your face that has sunscreen in it! That way you won't have to worry about your makeup not holding on top of the sunscreen. Also look for water proof makeup. That way sweat or the sunscreen won't rub it off! =)
