The neo-conservatives gave themselves that name. Liberals "demonize" it the same way conservatives "demonize" the word "liberal". It's also used to differentiate between real conservatives who favor smaller government, smarter spending, and balanced budgets (and are respected by most liberals), from the "new" style conservative... bigger, more intrusive government, out of control spending, and huge deficits.
