Selling, usually from a cart or small shopfront.
Sometimes it is used especially to refer to street vending, where wares or perishables are sold in a public place, attracting passersby as customers.
Vending machines are an automated form of vending usually installed indoors and operated by use of change machines.
Vending may have another meaning in the context of a license or contract agreement, as any sort of transaction of specified wares or services by a specified party for the purposes of monetary gain. But I'm not a lawyer, so if you still have questions, look for somebody who knows about the specific context (for example, the company with which you might be making an agreement, or a member of your company, if it is an agreement between companies).
