Wikipedia might have details on the song. I think Paul did have an Uncle Albert. Admiral Halsey was a British war hero, I think.

pop. And there was a WW2 Admiral named Admiral Bull Halsey. Uncle Albert could be Queen Victoria's husband Prince Albert.
