A person living in fear and anger through fake threats of terrorists, fake alerts and fake enemies can be easily more manipulated than a person whose emotions are more stable.
Is it morally right for a govt to play with the emotions of its people in order to manipulate them?

It's funny how people will blame the current administration for 9/11 saying it did not do enough to prevent it. The same people will say there should be no fear of terrorist now. If there were another 9/11 today these same people would say why weren't we warned! There is no winning with these people, o.k. these terrorist threats are fake... I have to go someone tried to blow up the Sears Tower, but I bet it was a fake threat just like the planned tunnel bomb in NY. READ THE NEWS, fake threat my A_ _ !

BTW based on some of the answers your getting it seems some people are not getting the question, you asked about instilling fear, not dealing with a threat. Now not all alerts are Fake, but your initial question has merit.

Morals? Don't lecture me about morals. I'll tell you what morals you should abide by and if you don't, then God help you. I'm King Bush, Damn it! All hail me! I'll quell all opposition. I'll brand anyone with a different point of view as a traitor or terr'ist and throw them in jail. There are no fake enemies. As long as I'm in power, America will always have an enemy.

If a real threat exists or has happened in past it is government's duty to protect and warn the citizens. If it does'nt and another one happens people will cry the other way. Better safe than sorry.

Thats the reason we wear safety belt in the car. Govt want's to make sure that we survive in case their is an accident not that they want to make us fearful.

Of course not. Thank God we live in the United States where it doesn't happen. I'd hate to be in one of those third world countries where it does.
