Members of Congress = 535
Branches = 3
Cabinent Members = 15 http://en.wikipedia.org/wiki/United_States_Cabinet
But as of July 7, there are 14.
Articles: 7
Ammendments:26

((535-3)/(14)) - (7+26) = 38-33 = 5

Congress is made up of the house and the senate.
There are 435 members of the House of Representatives
There are 100 members of the Senate (two per state)

There are 3 branches of the government (executive, legislative and judicial)

The Cabinet includes heads of 15 executive departments (Secretaries of Agriculture, Commerce, Defense, Education, Energy, Health and Human Services, Homeland Security, Housing and Urban Development, Interior, Labor, State, Transportation, Treasury, and Veterans Affairs, and the Attorney General.) There are additional members of the president's staff that are accorded 'cabinet level status' but they aren't members of the Cabinet.

Since Norman Mineta has announced his resignation as Transportation Secretary, effective July 7, 2006, that means there are 14 active members of the Cabinet.

7 Articles (Preamble is followed by Article I to Article VII, see image link)

The latest amendment adopted into the U.S. Constitution is #27, which was intended to limit congressional pay raises. It was ratified in 1992.

So putting it all together:
members of congress = 535
branches = 3
cabinet members = 14 (1 cabinet post is vacant)
articles = 7
amendments = 27

( (535 - 3) / 14 ) - (7 + 27)
= ( 532 / 14 ) - 34
= 38 - 34
= 4

The answer is: 4
