What's the hsitory behind it. I know that they are not dumb but I was wondering if somewhere in the past their government might have done something stupid.

The jokes are an effort to make a group of people who are bright appear dumb. It must have made some people feel better about themselves, especially at the time when there was an all-out effort to exterminate them. How can you justify trying to get rid of a whole group of people who have contributed to the arts & sciences, unless you can make them seem less than they are?
Just to set the record straight for those who don't know....
here are just some of the smart Polish people who have been recognized for their contributions :
Dr. Albert Sabin developed the oral polio vaccine
Marie Sklodowska-Curie discovered the elements radium & polonium
Copernicus -Astronomy
Raymond Polanski- Film Director
Joseph Conrad- Writer
Chopin-Music
Pope John Paul

A joke is a joke, but I agree that most nigas and beaners don't like being called nigas and beaners, even though the same people call white people crackers and stupid white boys/girls. Offended? Think about it geniuses.

Because Polish people are white people and in our society you can make jokes and make anyone look dumb as long as they are not black or hispanic

Each new set of immigrants to this country, historically, become the brunt of everyone elses jokes. Irish, Italian, Mexican, whatever. Those type of jokes started when they first got here.

faster or later, at a females swim meet, a blonde replaced into swimming the 50 breaststroke. even as the race all started, she replaced into of direction getting very drained out yet all the different females were beating her. even as the race ended, she got here in very last. even as she were given out of the pool, she suggested "no honest!! all those different females were making use of their hands!!" haha. it is ironic because i'm a blonde. my intelligence is of a diverse high quality, although X]

incase you havent noticed, we tell jokes that make anyone except us look stupid. sometimes we even make fun of ourselves. i personally dont hear a lot of polish jokes
