The complexity of the Internet can lead to an intelligent system if all nodes are connected in a neural form network, that not only allows good connectivity but must be run like a single entity, that records events and experience on its own. I am not sure if you have any knowledge about programming languages like lisp or prologue. These are languages the help design programs that will effectively allow a system to learn from experience.

Not unless there is a processor to make use of that information. Libraries are full of books but it takes a reader to make sense of them.
