I have a sloping yard with less than an inch of top soil...the rest is sand and pebbles.

What zone are you in? Grasses do well in those types of areas (sandy, pebbly areas). Try a variety of things. Grasses and groundcovers like ivy, honeysuckle, ajuga, vinca, or pachysandra will work. You definitely want something that is going to fill in with strong roots.

You could also check other locations around your area that are sloped and see what is growing there and get ideas that way.

It really depends on your hardiness zone!

you probably need to bring in the expert but until then start planting trees in your that have spreading roots if you live in sunny climates try planting a coconut tree or a banana tree they have great spreading roots tother than that consult yopur local plant nursery and ask them for trees with spreading roots these roots help to hold the soil in place other than that try putting down some burmuda grass its excellent for soil retention

Plant trees, shrubs, etc. We have Leyland Cypress, Elephant Ears, Azaleas, and just about anything else we get on sale.
