I assume you're speaking of the olde-termed Luminiferous Aether (as opposed to the gas that knocks people out, which does exist, yes).
The theory is that if light is a wave, it must have a medium in which to propagate. Light has been shown to be electromagnetic in nature. Thus it is a wave. Occasionally it behaves as a particle. This obviously shows that we don't know squat about the actual nature/structure of the universe or how matter and energy interact.
The Michelson-Morely experiment didn't achieve the results THEY were looking for, but it also DID NOT yield a null result. It yielded a very small positive result.
Dayton Miller's work was subsequently far more thorough and he defended it throughout his lifetime with great success. It was only after his death that it was again challenged on the same faulty basis, and he simply wasn't there to smack down the guys that were badmouthing him.
Long and short, Miller did get a positive result for an Earth-entrained aether, through which light DOES propagate. There is no sensible justification for a mediumless propagation of light. Even Einstein said in his later years that the wave nature of light makes no sense without a medium through which to propagate. He also said that if Miller's results yielded positive results, that relativity crumbles. Guess what, relativity crumbles. But physicists are so dogmatized they can't stand the thought of giving up a really elegant, but WRONG model.
Qside from which astrophysicists and astronomers aren't properly schooled in plasma physics. They attempt to divorce electricity from magnetism. They say there are magnetic fields in "empty" space, but refuse to accept that electricity MUST BY DEFINITION accompany the magnetism. Hello, it's ELECTROmagnetic radiation. It was unified by Maxwell. Has everyone forgotten this?
Physicists need to read up on Alfven, Birkeland, and Juergens, all extremely bright folks at the top of their respective fields. Electrical engineers and plasma physiscists know all this stuff. Astronomy and astrophysics needs to catch up. You can't divorce electricity from magnetism. And it is so explanative it's silly that poeple haven't figured it out yet. Gee, why does the sun send out jets of particles that SPEED up rather than slowing down? Hmm, let's think. What the best way to accelerate charged particles? With a magnetic field. And what does a magnetic field produce? Electricity. That's right, hello electric universe. Think abut it, read up, expand they mind.
And to answer the original question, yes, there must be a substrate or aether in which the light (electromagnetic) waves propagate. If there is no medium, there is no wave. It's just that simple.
