Nonfiction means precisely that -- not fiction. It must be completely true, any quotes must be accurate quotes, and no 'embroidery' is allowed.
Historical fiction is an alternative to nonfiction -- that means you take an accurate historical background and place a fictional character in it. That fictional character can do anything he or she wants, as long as it doesn't affect the historical outcome.
