This is a term from back during the slavery times. It refers to white people.

Usually the saying was either "blue-eyed devils" or "white-devils".

Blue eyed started as a term in Africa. When a bunch of white people came there to rob them of there resources.

It became the term of choice because they could not resist the whites that had blue eyes(a color never before seen in eyes to them) so they gave them all there resources believing they were gods. Except after they got the resources, they made the Africans slaves and hence felt that they were really "devils" not gods.

Blue eyed devils refers to ALL white people. Now granted all white people don't have blue eyes, but when the term was created (I believe by someone black), it was handy because primarily white people have blue eyes and people immediatly knew what they were talking about.

dont think its specifically about blue eyed people but an oriental term for europeans since oreintals dont tend to have blue eyes

Maybe because people with blue eyes usually have very pale skin and burn quite easily thus becoming red like the devil?

that saying came about when Europeans first entered into Asia. You have to remember these people had never seen anyone with light skin, hair, or eyes. AND most of those people where missionaries who where out "preaching" God's word. They had a nasty habit of telling other people that their "religion or beliefs" was wrong.
Not downing any religion here just stating a fact.
Missionaries told that to American Indians, Mexicans, anyone who did NOT agree with their kind of religion.

Gee, I NEVER heard of this one. Often you hear about the green-eyed monster rearing it's ugly head, referring to jealousy.

So it is a smooth talking, good looking man who can charm the snakes out of their skins.
