That assumes

1) That they exist
2) That we know where they are
3) That we would spend badly needed $$$ for science on something so pointless.

You don't need a telescope to see the heavens. Just look at the night sky. Oh, you mean that place with pearly gates and some dude with a beard and a halo checking his list to see if you're on it, like they do at fancy night clubs? I don't think we'll ever be able to build such a telescope. As for hell, if you confine it to the earth's core, it should be getting pretty overcrowded down there by now, don't you think?

you have to define what you mean by heaven and hell

I would say that these aren't physical places but are emotional/physical states within a person

so we don't need a telescope to see heaven or a drill to see hell (though looking through a telescope might be heaven to an astonomer and getting drilled for instance by a dentist might be hell to you: in that case we have already invented powerful enough equipment)

No need for technology. To find either of those place one has only to search the depths of the human heart.

Ummmm... possibly in your mind, no offense. Ehh... if we drill, it's just the earth.
