Ask a question that can be answered simply and in a short period.
Format your question well: use proper spelling and punctuation; make sure your wording is unambiguous and precise.
If possible, find the answer yourself. This can usually be done using google and wikipedia. If it's your homework, use your textbook and the other resources the teacher allows.
Don't ask people to teach you complex or intensive concepts or skills.

For example: "i wnat be 1337. how do i hax?" Is a terrible question. It is poorly written and asks the person who answers to teach far too much.
An example of a good question is: "When I turn on my computer it says 'Windows cannot find sys32.bat.' How can I fix this problem?" It can be answered briefly and systematically. It is easy to understand (for those who know what they're doing).

ask serious questions. most are by those too lazy to do their own homework or even type into a search engine.

maybe 5% of the questions are even worth looking at and a fraction of them worth answering.

Question it so it can be related to in some way... it depends on what your asking. Is it too specific, too broad or too tired of a subject?
