I define neat casual as a polo shirt or another similar knit shirt and jeans or slacks in very good condition. No holes, rips, tears, patches, no super low cut, and no writing on the pants. A company logo or a polo logo on the shirt, something like that.

Garden Party attire is not casual. It means wear a dress. Generally, a dress worn to a garden party might have a floral pattern or be of a pastel color. However, if you aren't sure what the host means, it is also very possible that the host is not sure what "Garden Party" attire means. Why don't you ask her what *She* will be wearing? As a good host, she should share this info willingly. PS Hats are optional! Only wear one if you are very comfortable with it. If you wear something you are unsure of, you will naturally appear unconfident. Wear what *you* will be most comfortable wearing.

Not as casual as everyday wear... NO sweats, shorts, t-shirts or jeans.
Usually a simple pair of khaki slacks and a collared shirt (for men). A sundress, skirt or cotton pants/capris with a pretty top (for women).
Heels are optional... a cute pair of flats or sandals (not flip flops) work well also. Minimal jewelry.

ok, if this isn't a drink order, doesn't it mean like a polo shirt and khakis or a casual skirt and blouse? a step up from "casual Friday" is the way I would interpret it....

It usually means if they are jeans, not with holes in them or stains, etc. Actually, I personally feel no jeans. Neat would be something that doesn't look like it didn't get ironed. Something tailored and nice fitting, and definitely clean. This is not hard to do -- just be comfortable and look clean.

it means neat in appearance- no hats, shirts tucked in- but it can be casual clothes, dockers, jeans, skirts that aren't to short, nothing too skimpy, no holes, just picture neat, and then picture casual clothes

For me, the clothes are in good conditions (no ratty jeans, no t-shirt that says "Eat the Rich") and could even be khaki slacks (no shorts) and a collared short-sleeve shirt.

Plus no sandals or flip-flops, although you can have sneakers.
