Is it rude for someone to not call back when you leave a question on their answering machine?

I think it depends whether you are friends with that person or not. When I call someone and ask a question I expect an answer. However, in this busy world, I just brush it off if someone doesn't call me back, especially right away. If it is something that I really need answered by that person I would probably call again until they did call back.
