They're responsible for a lot of things! So, can't scapegoats be classified as decent responsible people?

Possibly because Scapegoats are used by powerful people(at least those who think they are too important to take the blame)so , because we are all influenced by opinion, the persons or organisations they are taking the blame for, usually set the opinion that the scapegoat is to blame, so should be shunned.
A Scapegoat is rarely a volunteered position.

Scapegoats are not responsible for anything, they are a way for society to feel better about themselves by passing the blame to someone else. they're usually looked down on befor theyre labled scapegoats, since its easier to blame someone u already hate
