Actually, many people believe that is exactly why bad things happen to people. I've heard people ask the question "What did you do to cause that to happen?" as if people purposely go out wanting the sky to fall on them. It's really a very sad way to think about the problems of the world because it means people are focusing on blaming the victim versus addressing the rampant "bad" things that happen randomly.

This question isn't really relevant, since you're forgetting that all people have a distinct duality. We're all capable of good, and of evil.
There has to be both, in a person, for balance, so we can strive for something more.
Good things happen to people who are closer to their 'bad' side, and bad things happen to people who are closer to their 'good' side. People complain then, because it seems unfair.
"I'm a good person, how come that happened to me, what did I do wrong?" Absolutely nothing, it's just the universe balancing back and forth.
My consolation is that I believe every action, good or bad, comes back, so why not put kindness out there, instead of negative actions?

I think they would want to become good. Part of the reason people do bad things is because they often get away with it. Nobody wants bad things to happen to them, so they would quit doing bad things.

bad things cant happen only to bad people because what a person does is bad only if some other human being is at a loss or is hurt...therefore bad things have to happen to good people beacause bad people have to do bad things to become bad people...this is not a valid question...end of story

Then bad things would happen to everybody, because everybody is bad, as well as good, some people lean more to one side, but in reality, we're all good and evil at the same time.

then most religions would be correct.
Bad people would then become good through learning and punishment.
It might be worth it for a time to be bad.
people don't care generaly what other think of them, as long as they themselves are happy.

The problem is there are very few black and white, good or evil people (or situations) in the world. Most people fall into grey (good but with flaws), by most standards.

well, it would be a lot easier to know who they were! just look for the people broke down on the road, or being beat up or robbed or all the other bad things.
