how do i change my J1 status to resident if I am getting married?

My visa states that I am not subject to the 2 year rule. What do I do.Do i apply for a green card?And do I do so before or after we get married?How long does it take for the green card to be issued?

You need to contact the US immigration office, or a US immigration lawyer. A lawyer might be able to help the most, if you can afford it.
