The driver of the car is always the guilty party when in regards to seat belts. I guess it's because it's your car and therefore your responsibilty to make sure everyone is buckled before driving.

you as the driver of the vechile are responsible for everyone in the car and that goes for not wearing seat belts...
not buckling the baby was very irresponsible on both you and your friend.. but i do think your friend should help with paying his part of the fine...

Sorry to say it & I know its not fair , but Yes.. When your the driver and you have others in your car, You are responcible to insure there safety. You have to make sure EVERYONE has there seatbelt on. And if they don't want to wear it, then they don't get to ride in your car. And your friend who doesn't even buckle her own child in, should be reported.
