No!!! There is a difference from religious requirements and cultural requirements. I had worked with a woman from India and she stated that the head-scarves and other female requirements are more due to the culture rather than the religion; as always, the winner tends to re-write things (... including religious texts ...) to their liking.

The reason for much of the 'structure' is because is makes people (... mostly the males ...) less bothered/enthrawled by a female (... body... status... etc..). If they feel that 'hair-&-face' are alluring b/c the dessert sun damages the skin so much, then you must hide it to protect men from doing what they would do if given the chance. The same can be said about 'bras' in the Americas. I mean really, what do training-bras train the breast to do anyway???

Its just a social doctine to help maintain social order even when its citizens might not be able to maintain the order themselves.
