A PhD is a higher degree, in British universities consists of 32 months of lab work followed by 4 months write-up time, in which few people manage to actually finish the damn thing. Then you are allowed to call yourself Doctor. In the names found on scientific papers, the first name is usually the PhD student that did all the work.

A person with a Ph.D. in philosophy would be expected to have a broad understanding of philosophy proper (many schools of thought, questions, approaches, etc.), but she would also be expected to have a deep, profound understanding of a subfield within the discipline. That person, in fact, may be one of only a handful of people in the world with a thoroughgoing command of that knowledge. The process of earning the Ph.D. usually involves that kind of progress, from generalist to specialist knowledge.
