Chicago has recently enacting a city-wide no-smoking policy for bars and restaurants, but gave them 30 months to put the policy in effect. A lot of places have elected to go smoke-free already, especially restaurants. So it will be hard to find a restaurant where you can smoke. A lot of bars will still let you smoke, but some may have also started their policy and will not let you.
Also, you cannot smoke on public transportation--ie: El platforms--or within a certain distance from public transportation property. I have a friend who was ticketed because he lit up too close to a subway station. Other than that, smoking in public is still legal.
