Do you know the CMS blog that can do these tasks?

Question

Example tasks:
- allow to sign up new users at homepage
- new users will get their own blog page
- able to specify the storage size such as 10MB per user
- able to expand the storage size to be 100MB for 6 months

Please let me know some advice.

You can check out Drupal, an open source user based CMS at http://www.drupal.org. In the default release, Drupal includes a blog module that enables each user to have their own blog, and an upload module that enables users to attach files to their published content. I'm unsure if the size limiting features are there, but Drupal is written with the intent to be highly modifiable so you could write your own module to implement these things, if you're into that sort of thing. Drupal also already has a considerable number of modules written by users, all available at drupal.org.

If Drupal doesn't sound like the right CMS for you, check out http://www.opensourcecms.com, which has a large list of open source CMSes. For each CMS they list, they also have a vanilla install of the CMS that you can play around on with an admin account.

A few other popular CMSes are Mambo and Joomla.
