bring him into a crack house with std filled whores and show him the rent for that room for the hour...add it up ..hopefully your room will be cheaper.. but hopefully yours will also be std safe?...lol

make a pros and cons list.. show how much safer your friend will be at your place than some place in the "ghetto". Maybe you could even call the police station and find out all the crime activity that occurs in the particular area your friend is considering. If your friend still decides he's better off without your room then I guess that's that. Can't force it just suggest it.
