Cuz they r not 18 i mean they are minor but they r allowed to chat even if they r not 18 .

they have sites where teens can chat there are too many perverts on the internet too. Haven't you aver warched the news people are sick.many underage kids are oo immature and will fall victim to sexual solicitation.

I think, it is coz, they r still Immature, & might be chatting to the wrong person, disclosing their ID. & Suffering for that.....
