Usually it's the push the button for the RED light GREEN light routine. I flew into Vallarta last month and there was no checking luggage. They also don't check baggage tickets so don't delay getting to the baggage area.

When you arrive, they'll come straight off the plane onto a conveyor belt like here in the U.S. They were really slow getting my luggage off the plane though.

We went last year and after you get your bags, you go thru this line. You walk up to this big button, about 3" in diameter and you push it. If the light turns green, you go thru. If the light turns red, they check your bags. It is all very random. However, I guess, if someone looked suspicious they would just check. When you leave, they always check your bags.
