Err this is strange but can you try to insert the mic input into the output of the sound card. if you get a noise then connection is okay. But if there is nothing then the mic is buggered. Get another mic set.
If that does not work try reinstalling the drivers for the sound card.
Hope that helps I got that problem myself before. Kept switching till something worked.

Start -> All Programs -> Accessories -> Entertainment -> Volume Control...
Options Menu -> Properties...
Change it to Recording. Press OK. Make sure that the Microphone is selected with the check box at the bottom and the volume is turned up.
If that doesn't work, I don't know what will

if you hear your self on the speaker with your mic then depends on the software your using you might have to go into it and configure the mic source to come from the your sound card. if you have a modem install some software default to the modem's voice mic input. good luck

you can just call the store you bought it from and tell them that it's not working and they'll probably fix it if you have warrenty on it or if it doesnt work than buy another one and keep the reciept and check if that one works and if it doesnt it's probably from your computers communication so contact your computers maker weather it's Dell,Gateway,Hp computers or another and tell them your problem.
