The best way depends on whether you are adding it to the floorplan of a new structure or trying to incorporate it into an existing building....with a new building, you can add it to the floorplan anywhere you like and make it just like you would any other room....trying to incorporate it into an existing building, I would find an unused room...(or reduce the size of a larger room by adding a wall)...and then use probably a bookshelf to hide the entrance.
