I work for a government-sponsored program and wanted to work for a competing program closer to my home. I won an interview with the new program but was very shocked by the many negative questions put to me (it was as if they had made up their minds before I had entered the interview room) and I did not get the job. I later discovered through contacts that I had that the director of the program where I was employed found out that I was applying at the new program. She then contacted the director (her friend) of the new program and asked that my application be rejected. (Note: My performance appraisals were among the highest of my peers where I worked)

You can sue your boss if you can prove your case in court with witnesses etc. But it will cost you money, you probably have no witnesses, your loss is only hypothetical and the boss of the program you wanted can always say he found other faults. I would forget it if I were you.

Legally she is not allowed to do that. if you can prove that she did it then you can sue her.
