no child support is a state responsibility and the irs is not a collection agency. you need to make your case to a judge and get a court order that he owes you x amount of money. then you can force his employer to garnish his wages

No, the IRS cannot do that.
Contact your state family services office. They can make the IRS take child support out of an income tax refund.

the only thing they will do is give you the tax return of the 1 owing the support.i know this because i have gotten my exwifes tax check for the last 2 years.
