Same reason us girls do too when the school system is too cheap to buy curtains or build or install seperate stalls. However, I have been to schools before where the girls locker room has stalls and I dunno, I'm gonna take a guess here and say that maybe the girls locker room has it and the boys locker room doesnt because guys dont give a crap what they get teased about?? And girls always pick on each other and make each other feel like crap or compete with bodies and make fun of each other to feel better about themselves?? Hmm...good question though. Plus it's pretty gross to be in the same stall as the girl next to you in the shower while she's mentsruating. Guys, on the other hand, they are in and out like that.
