David Bowie only covered the song - it was originally written by a band called The Merseys.
You can hear George Harrison sing '...with your long blonde hair and your eyes of blue' at the end of The Beatles 'It's All Too Much' from 1968's Yellow Submarine soundtrack

It was written by Feldman/Goldstein/Gottehrer for the Merseys, and got fme when itappeared on an album of cover tracks called PIN UPS. It was the single released from this album, which also featured covers of Pink Floyd, The Who and others.
Some strange rhyming on the lyrics.

You may be looking at McCartney/Lennon, or somebody who wrote for the Merseybeats in the 60's. That's when it first was recorded. And in those the days......McCartney/Lennon wrote almost everything that came outa Liverpool.
