There are two types of alcohol in booze. Ethyl alcohol and Methyl alcohol.
Ethyl alcohol (also called Ethanol) is what gets us drunk, and is what distilling is all about. Capturing Ethyl alcohol
Methyl alcohol (You guessed it. Also called Methanol) is also called Wood Alcohol some times, and is eventually toxic (By itself it's not poisonous, but the liver breaks it down to form Formic acid and Formaldahyde). This is what gives cheap drinks the harsh quality.
Both forms of alcohol are produced by fermentation. Distilling removed water as steam, but it also separates the two alcohols. Each has a different evaporation point, so a still heats up to vent methyl alcohol off, then captures ethyl alcohol. To do this, you need very precise controll of the temperature. Inexpensive beverages only use basic temperature controll as it's much cheaper, but allows more methyl alcohol to get through into the product.
Filtering through a Brita filter will remove any particulate matter, but won't remove any methyl alcohol. You'd need to distill it again with good temperature controll for that.

ROTFLMAO! That's fricken hillarious... and so crazy as to be worth a shot (pun intended). Keep in mind you'll be ruining a filter if it doesn't work... kind of expensive. You'd probably be better off just buying the "good stuff" from the beginning... but if you want to experiment, let us know how it turns out!

I don't know. I've never tasted a Brita.
I have, however, tasted a Burrito. But that probably wouldn't taste good doused in cheap liquor.

Mythbusters did try this one and yes, you can make it taste better but not as good as the top shelf stuff.
