Because Americans are prone to living to excess and we recognize that excesses in alcohol and other mind-altering drugs is dangerous for the user and dangerous for the public-at-large when those users get violent or are irresponsible in operation of vehicles and machinery. We used to be more restrictive still, but had to lighten up concerning alcohol. Even then, we had to increase restrictions because of the excesses and stupid actions of young people. Life isn't cheap for Americans, and the loss of life because of the ease of acquiring mind-altering chemicals is appalling, so we restrict it in balance between the opinions of those who would have open freedom in their use and those who would have no freedom in their use. So we have some measured freedom for their use. Europe can take care of themselves, but for ourselves making drugs and alcohol inaccessible is preserving life and protecting the public welfare.

Well I'm not sure, but USA is a lot more strict. I know in my area tons of kids are underage drinking, and I don't know if it has an effect on drug use in teens. I know in Pennsylvania the legal limit of alcohol is .08 and it used to be .10, so they have made it much harsher..

It's just another easy tactic for our government to squeeze more money out of it's citizens. They know kids are going to do it any how. So why not bust them and ticket them. Drinking and driving should be more of a priority than underage drinking. If you are old enough to make the decision to possibly die to protect your country, but you can't stop at the bar after work for a beer. Kinda twisted hey?

because america is a police state. and any opportunity the government has to impose more control over people's lives and the choices they make for themselves they'll take
just ask people if drugs should be legalized and listen to all the good freedom loving americans trying to rationalize why they should continue locking up millions of non-violent 'drug offenders'

No, they are not harsh enough, the penalty for under age drinking should be enforced more, but you will not see that until you get my age and see the bad that alcohol does. I have had quite a few friends that have died prematurely from excess drinking.

our rules aren't any harsher than anyone else unless you mean perhaps legal age? Our laws are the result of way too many kids having alcohol related car crashes.
