ISP is an acronym for Internet Service Provider so of course you will need one to connect to the internet. However, it is not always necessary to subscribe to one, if you are resourceful. Here in the Philippines, we still have wifi hotspots that are free (and are advertised that way) so, if you have a laptop and a wifi card then you can surf and email to your heart's delight so long as you go to those venues.

The only legal way is to connect via a wireless connection with a provider that supports it..hotels, motels, restruants, some pubs.. Illegally, you could drive down the street scanning for a home wireless system to exploit. The first is easiest..the second could get you jail time.

No. You cannot connect to Internet without an ISP or for free.
