i would like british dressage test preliminary 13 which is new for 2006

You may have left it too late! I can't find anywhere that will let you download the test as you have to buy them.

Alternatively, phone your local riding schools/examination centres and see if they have a copy they can fax/email to you.

Unfortunately you cannot download dressage tests for free anywhere & as you say it's too late for the post now.
Try your friendly neigh-bourhood tack shop to see if they sell them.
Or... I've just had a brainwave, get someone who has got it to scan it into their computer then e-mail it to you!
