Deltas typically form due to sediment being carried by the river to the sea, and the sediment being deposited at the mouth of the river, and building up there over long periods of time.

So, perhaps the rivers that flow west on the Indian peninsula might have these conditions that dont allow for delta formation:

1. There is not a lot of sediment being carried by the river - ie, the watershed of the river is not very great, or the terrains that the river drains are not providing much sediment. Shorter rivers, or rivers with few tributaries might not carry as much sediment as longer rivers or rivers with many tributaries. Since the watershed for the western-flowing rivers in the Indian peninsula is quite limited (as the divide between west-flowing and east-flowing rivers is set along the ridges of the western highlands), this makes sense - shorter rivers carry less material, and leave less material.

2. River currents and ocean currents and ocean depth might not allow for delta formation. If the river has a relatively fast current (steeper sloped rivers might have faster currents), sediment in the river might get pushed all the way out to sea, rather than just build up at the river mouth. If the ocean currents are strong, they might pick up sediment from the river's mouth and carry it away, not allowing it to build up. And if the coastal areas become deep rather quickly, the sediments might fall in to the depths, and take a very long time to accumulate to create the shallows needed to form deltas. Given the comparative topography between the west and east sides of the Indian coastlines, ocean depth might not be a significant determinant.
