The answer to this would depend on what country you are a citizen of, and what country you wish to visit. There should be no exemptions in laws regarding customs policies and entry visas regardless of the situation. However, certain caribbean countries will allow temporary entry with birth certificates and drivers licenses (if you are a US citizen) although these policies are quickly changing. To get the most recent information go to the US state department website http://travel.state.gov and lookup the country you intend to visit. hmm. that is a very interesting question. well i guess there are some exceptions where your allowed a temporary passport or something try contacting your nearest imigration or government agency. im sure they can provide you with the answer. good luck with that though.

Well talking from experience if you are us citizen you could travel with your birth certificate and your drivers license that's how i travel when i go back home to DR.
