1. He was not the headmaster when Riddle was in school. He was the transfiguration teacher. So he did not have the power to expel students.
2. Even if he had been headmaster he had no grounds to expel him. Riddle presented himself as a model student...good grades, prefect, head boy and so on.
3. Dumbledore was mostly going on a gut feeling about Riddle. He had no concrete proof of Riddle's evil potential.
4. Finally, Dumbledore is a glass half full personality. He likes to give people the benefit of the doubt. He has no trouble admitting he is wrong when he is. So, he would want to be able to be wrong about his negative suspicions about others (even if he is certain that he is not wrong).

I think it's more of a point that he did not have tangible proof that Tom Riddle was guilty of anything. Also, he was not the headmaster then, so I'm not sure he had any authority to have Riddle expelled. He probably could have recommended it, but Riddle was not at Hogwarts for the entire time. (I think he left in his 6th year if I'm not mistaken.)

Coz he wasn't headmaster at that time and just bcoz Dumbledore doesn't trust him doesn't mean that he should be expelled. All the other teachers really liked him and he studied well. he even became head boy. There was no proof that he did anything wrong.

Because Dumbledore wasn't the headmaster during that time and many people liked Tom Riddle that time.

They said that everyone liked him and so the current Headmaster, The Dippit guy or something made him prefect and blah blah blah...

So it wasn't dumbledore's fault.. he was only a transfiguration teacher at that time.

Because Dumbledore wasn't the headmaster. And even if he was, he really wouldn't have a reason to expell him, except for the fact that he doesn't like him.

I don't think you can expell someone because you don't trust them. Remember that Dumbledore likes to give people chances. You don't see him expelling Draco do you? Like Dumbledore said, "it is all about our choices far more than our abilities" and I think he wanted to give them a chance to do the right thing.

Because he was the kind of person who always thinks the best of others. Although he didn't trust Tom, he still hoped that in the end Tom would turn out to be a good one.

All of the above, plus I think he wanted Riddle where he could keep an eye on him. Kind of along the same idea that he hired Trelawney even though she's a hack. He wanted to make sure she was safe from Voldemort.

I think he just wanted Riddle under his thumb, so he could keep him from going out and causing too much mischief, which he did upon graduation from Hogwarts.

He has that whole giving people changes thing. You know, if he kicks Riddle out he might turn worse (ha ha), also he beleive in trust. Which I guess is sorta comical considering how it all turns out
