A Pashmina would be nice, but can be difficult to keep on and might not be the best idea if you want to keep it covered all day. I would suggest a bolero or shrug?

Doesn't have to be this exact style but should give you an idea:

Empire line dresses were popular in times such as those the novel Pride and Prejudice is set in, women very often wore cropped jackets or bolero style jackets over them- look at http://www.earthlydelights.com.au/pp.htm
obviously doesn't have to be so old fashioned but shoes you how well they go

Enjoy the wedding

Ah, you are wearing the perfect kind of dress to wear a shrug with. Empire dresses have a high waist line, so I would be on the look-out for a shrug that isn't too long. Preferably, a short one would be great.

Not really sure what an empire dress looks like, but I would suggest a shawl that you can drape around your shoulders...maybe one that is dark in color so it can hide your tattoo, or you can have someone put some coverup on your tattoo, just make sure that it is blended really well. Good luck and have fun at the wedding. =)
