You can polish the metal to make it shine. But you probably won't want to do that. It will take polishing wheels and several compounds of differing grit to polish, and you may have some areas you can not get to. Also, if the rims are carbon steel (std metal rims), they will rust without a protective coating over them.

No they can't. Some shops can "chrome" you steel wheels which involves a special paint however it will come off and generally is not worth the money. If you have aluminum rims, there is nothing you can do for them except clean them. Your better off buying new rims.
