That is because a majority of the American people say right though that Monica thing. He was still the most competent at running the country in over 40 years. Most people knew that it is only the same 30% that back Bush now that were stupid enough not to see it. Bill Clinton is gone now (Thank goodness). He had his time in the spotlight, and screwed things up enough for a good man - George W, to come in and fix things the way they should be! While Bill was satisfying his personal urges, george remains committed to running the country. And of course bill had a high approval rating! How could anyone possibly get bad ratings when they do nothing?
