It's a loose distinction. Most often college refers to an insitution that only grants undergraduate degrees, maybe a couple of masters, whereas a university is a larger institution that also grants PhDs, has all kinds of specialized schools, like medicine, law, engineering. That is why you'll have a "college of Arts and Sciences" within a University. Not that colleges are less competitive or less prestigious. Think Dartmouth, Williams, Amherst, they are not universities, but very selective colleges.

As as been stated, a university is a collection of colleges. A college is an institution of higher learning that grants one level of post-secondary degree: undergraduate or graduate. So, for example, Columbia University in New York City has the College of Arts and Sciences which grants Bachelors of Arts/Science degrees, and the Graduate College of Arts and Sciences, which grants Masters and Ph.Ds. It is entirely possible to get a 4-year degree from a college that is not part of a larger university, just as it is possible to get a 2-year associates degree from a college that is part of a larger university.

Colleges may also specialize in particular fields, particularly on the graduate/professional level. Continuing to use Columbia as an example, there is an engineering college, a law college, a medical college, a seminary, and a teachers' college, all of which offer graduate degrees in their respective fields.

The word "university" suggests a unity of purpose among diverse fields of study, embodied in a single institution containing multiple colleges pursing different fields.
