Because you have to configure IE to connect.... it's nothing to do with what type of account you're running under. Add your connection details into the tools\internet options\connection section

Try:

make sure the new account is an administrator, not a limited account as that may be keeping if from being able to set up the Internet.

Have you run the "Set up small and home network" wizard on the new account? (In the My Network Places)
