Of course, there is a long tradition among drag queens (quite apart from cross-dressers) to have names that are based on common phrases: like Lilly White, Charity Case, Virginia Hamm, Tammara Morning, Lois Carmen DeNominator, etc.

For cross-dressing, though, I'd say base it on something your brother loves, or is interested in. Some of the most unusual girl names for 2004 include Oceana, Shaw, Lorelai, Kiana, Josta, Mykaella, Lakelann, Zesa, Jayley, Shellbee, Megli, Bravyck,
Nizhoni - native american name means beautiful,Nevaeh - Heaven backwards

The link has advice on naming...naming babies, but it's much the same.

You need to be careful about choosing a name.
If your bro has GID, she may want use to the name she uses for a long while yet. Comical names are fine for drag queens (Bertha Vanation comes to mind) but if it's about expressing the woman inside perhaps she'd be better off considering what kind of a woman she is. Dressed I look like the ageing proprietress of a successful nightclub. She's seen it all, has a formidable presence, a glint in her eye and a heart of gold: which brought me to Augusta. It may take a dress-up sessions to discover your name but it's something you need to feel your way into.

Love and success

Choose something that is like his present name
e.g. John could be jane or jean
Brian = Breanne
Robert = Roberta
Ken = Karen
Billy = Billie
Fred = Frederika
Daniel = Danielle

Alternative go for somethng really feminine to either shame him out of it or to see how far he is committed or might need help -one way or another
Names like Suzie, Melanie, Barbara, Elizabeth or Carol
