There is no 100% way to block it completely. Most 13 years old will be able to get past any blocks. There are software packages on the market that filters the content based on keywords that you establish which again can be flawed if you have an oversexed 13 yr. old and he searchs with something not blocked.
It is better than nothing. I think the best defense is to let him know that you can track his search history which you can even if he knows how to delete his history. The cookies are still working.

Google "internet filters" on the web or set up parental/administrator controls in Internet Explorer.
Until you figure it out, get rid or your internet service or put the computer in your own bedroom. It's too bad your kid is hooked on porno and he's only 13... It's too bad anybody is hooked on porno, but it's a shame esp for children.

Is that on the TV on the intertnet?
If it's the internet then you need to put parental control on the computer ditto for the television.
