With a black or white lace top. If your accessories are dressy (shoes, bag, earrings, etc)...then the skirt will look dressy. Instead of flip flops wear feminine sandals or high heel boots.

I wear long denim skirts and love 'um. I have a glittery red tunic with a hint of middle eastern flair that I wear with a long denim skirt and get lots of compliments on. I also like wearing feminine floral print shirts with fluttery sleeves. And if I'm wearing a denim skirt to work I'll wear a button up blouse with it.
Another idea is belts. I don't wear them a lot but I've seen some people who use large, decorative belts paired with a more simplistic top. It looks very nice.

Sew some colorful braid or binding on the pockets. Get one of those embellishment sets with the tool so you can put fake gems on the skirt. Chic it up with a sassy conch belt. probably with a nice kind of casual top that makes your outfit pop! it depends the occasion. if it is formal maybe a lace kind of shirt with some nice heels. if the occasion is casual maybe a cute top with some really cute sandals . if you want to dress the skirt up itself: add jewels, lace,or patterns.
