Age may help. It did me--at least a little. :) Any chance he find and talk with a counselor?
Are there fields of knowledge in which he is expert? That may help also. One last comment. Does his condition bother him or just you? If it bothers you and not him, it may be that you need him to change for you to be comfortable. That may not be a good situation for the long term. It's not good when a lady gets close to you and then demands that you change who you are.

You didn't make it clear what responsibility you wanted him to take. Shyness can just be a natural personality trait. Now if it's more insecurity, which is sounds like, then be as understanding as possible and try to tell him how much you care about him at least a few times a day. Tell him positive things that your friends have said about him but not the negative. Tell him how great you think he is and that you're happy to be with him. He may always be shy, but you can be confident and shy at the same time. It worked for my fiance!

Usually it's normal for guys to be shy, because they don't feel good about themselves. Whenever, or whatever they do, they don't feel it's good enough... To help him, try to accompany him not only going out with you, but with a wide circle of friends. Ensure when you're out with them, he's not walking behind the group alone. Involve him in activities, or sign up for social gatherings and stuff. By having more friends around your boyfriend, he'll tend to feel more secure himself, and try to encourage him to be humourous, so he can build up confidence in himself and can get along fine with ANYONE. And once that confidence is built, he'll be confident and secure in no time! =) Good luck and god bless!
